No skirts = No rapes?

The Delhi University has laid down a code of conduct for girls going on educational tours, where they are not allowed to skirts, spaghetti tops and shorts. With increasing crime against women, the DU officials call it a precautionary measure.

Can banning skirts and shorts really help in curbing rapes? There have been cases where women wearing salwar-suit have also been raped. There is a need to offer security rather than asking them what to wear and what not to. Do you agree?
