Are metro cities prepared for terrorist attacks?

I am shocked to know that in a high-tech city like Hyderabad, the 40% of CCTV cameras were not working. Had these CCTV cameras worked, the intelligence agencies would have easily traced the culprits who planted the bombs. Forget about Hyderabad. Is Delhi, the national capital prepared to handle any kind of terrorist attack? None of our big cities have the safety measures or equipment to tackle terror attacks. Is our government still sleeping?
